tcmd version 28.2.18.0 wont start

I have Windows 10 21H2, all of the latest patches as of Feb 26 2022. Just upgraded from version 22 to version 28 and it wont start. The app is crashing. Below is the information I can find in Windows events apps. I se some crazy suggestion to replace your ntdll.dll but that seems dangerous. Is the issue TCMD or is it the version of ntdll.dll? Your help is appreciated because I cannot run the new version I just paid for.
